Arunachal delegation to meet PM on Chinese issue

New Delhi, Oct 15: A high-level delegation from Arunachal Pradesh headed by Chief Minister Dorjee Khandu will meet Prime Minister Manmohan Singh here on October 19 to express solidarity and support to the Centre on its stand on China.

The delegation, comprising senior state ministers and MPs, would also meet UPA Chairperson Sonia Gandhi. This was  disclosed by MP Lok Sabha Takam Sanjoy at a news conference here today.

Pointing out that the 1080-km-long border with China was lacking in defence surveillance, Sanjoy said, ''Ever since 1959, China has employed tactics to make incursion into the Indian territory by even one inch. Our border needs infrastructural development. Defence surveillance on the border is certainly a problem. And only when we develop roads and bridges can we properly guard them. We had demanded from the Centre a full-fledged air force base within Arunachal Pradesh. AP scouts should also be launched.''

The MP asserted that the people of the state wanted to feel secure. ''We are peaceful people and should be left alone. Not even a word has ever been uttered against India in Arunachal and neither has anybody said anything pro-China. Even the people of the state speak in Hindi.''

The MP said the state had spoken to the Centre to be very assertive with China and carry on the dialogue. ''Whatever China claims about Arunachal Pradesh has no legal base to it. There is no locus standi to prove that the state is disputed. The answer UPA government has given to China is good.''

Finance Minister Pranab Mukherjee had yesterday said in Kolkata that Arunachal was an integral part of India and the just concluded Assembly polls proved that it was held under the Indian Constitution.

On search engine Google saying that Arunachal was part of China, Sanjoy shot back, ''It is an international conspiracy. Google should be put to task by the Union government.'' On the explosion of Chinese products in Indian markets, he said that India and China should sit together and products of Arunachal should be exported to China. UNI

 

34 stations to go for re-poll

ITANAGAR, Oct 15: Re-polling would be held in 34 polling stations across 16 constituencies. The re-polling will be conducted once the Election Commission of India finalises the dates.  

The stations are 1. Bameng: Sangbia, Jokhio, 2. Chayangtajo: Kapu Dada, Doka, 3. Ziro-Hapoli: Hija-1, Hari-C, 4. Palin: Pry School Building Pania, Songo, Riaga, Belo Happa, Kamrung, Resteriang, 5. Nyapin:Hiba, 6. Nacho: Taying Muri, Jenering, 7. Taliha: Nogi, 8. Daporijo: Dignium, Dulom, 9.Raga: Yadu, Pelmilli, Raga-1, Dakpe, 10. Dumporijo: Taba Rijo, Maro, Ara Nalo, Yudik, 11. Likabali: Siberite, 12.Basar: Badak, 13. Mebo: Mottum, Borguli, 14. Kanubari: Russa, Chopnu, 15: Longding-Pumoa: Pumao, 16. Pongchou-Wakka: Nginu.

Polled EVMs from remote places have reached 17 receiving centers of the state. For the retrieval of Polled EVMs   and Personnel, the services of Pawan Hans, Jagson and Indian Air Force helicopters were requisitioned.

The counting of votes would be held from 800 hours on Oct 22. As per the reports, poll percentage has been recorded as 75% so far. However, reports from interior areas are yet to be received.

 

Six suspended for dereliction of duty

AALO, Oct 15: Six officers have been suspended in West Siang for dereliction of election duty. All the suspended were appointed as Presiding Officers under Likabali Assembly Constituency for conduct of election to the Arunachal Legislative Assembly.

As per the report of SDO/RO Likabali, the officers reported to the Likabali RO office more than eight hours later than scheduled with the polled EVMs. The DEO Amzad Tak while handing out suspension of these officers said that it was a serious violation of Law and Order and that presiding officers have not maintained absolute integrity and devotion to duty.

The officers are Todak Rumi, AE; R. Sora, HDO; Dr. K. Riram, SVO; Jumkar Basar, JE; Lova Gadi, AE and Jumdak Basar, JE.

In the meantime, Gumke Riba of NCP and Yai Mara of AITMC lodged complaint about the missing Presiding Officers with Polled EVMs.

 

L/Dibang Valley prepares for counting

ROING, Oct 15: The 1st Phase of training to the Counting Supervisors and Counting Assistants was held in the Anchal Samity Hall here today. Six Counting Tables will be installed as per the approval of ECI and seven Counting Agents against each candidate. She further informed that counting for 42-Dambuk A/C will be done first followed by 43-Roing A/C on 22/10/09 at VKV Auditorium Hall. N. K. Mishra, JE (Elect) imparted training as Resource Person.  Eleven Counting Supervisors and Counting Assistants will supervise the counting process with ten Micro-Observers. DEO Y W Ringu has congratulated and expressed her gratitude to the Contesting Candidates, their election agents and polling agents for cooperation and maintaining peace during poll. She also expressed her thankfulness to the Govt. Officers and Officials deputed in the Electioneering process for conducting the polls smoothly and successfully.

 

Agent questions PO Restariang’s role

ITANAGAR, Oct 15: INC Polling Agent for 37 Restariang station under Palin Assembly constituency has reacted sharply to the recommendation of officials for re-poll. He said that Chief Electoral Officer should intervene as there is no reason why the station should go to re-poll.

He informed that Presiding Officer deposited the polled EVM on Oct 14 in the Office of the Returning Officer at Koloriang after conducting poll process peacefully and as per standing guidelines of the Election Commission of India.

After having deposited the polled EVM, however, the Presiding Officer suddenly gave a written statement on Oct 14 recommending re-poll, he alleged.

The Election agent said that Officer did it under duress because of PPA workers who had met him at the EAC’s office.

If there was any misdeed during the Poll process, Presiding Officer could have easily informed the Returning Officer as the team was shifted back to Koloriang the same day by helicopter.

He said that at no point, polling official in its dairy mentioned anything about any unfair means committed by any Political Party on the day of Poll.

But, unfortunately after deposit of polled EVM at RO's Office, whole scenario changed as the workers of PPA candidate forcefully obtained a doctored statement from the Presiding Officer. This is absolutely unbecoming and uncalled for in the democratic process of electioneering in our country, he said while calling for annulment of re-poll in the station.

 

BJP denounces Chinese objection, demands coordination committee

ITANAGAR, Oct 15: The Bharatiya Janata Party, Arunachal Pradesh denounced and condemns the reported Chinese claims over the territory of Arunachal Pradesh in the recent years and objections raised over the visit of the Prime Minister to  Arunachal Pradesh which is the integral part of the Republic of India.

Chinese objections over the visit of the Prime Minister, Dr. Manmohan Singh to Arunachal Pradesh is indigestible to every Arunachalee and the UPA government owes an explanation to the nation  as to why should the Centre continue to go soft with the issue of the vexed boundary dispute between the two growing Asian giants and left it to differences of perceptions on both sides, which does not remain with it alone, said  state BJP general secretary and spokesman Tai Tagak in a release today.

The party urged upon the state government to call all party meeting and constitute a state level coordination committee with representatives from all political parties, reputed NGOs and state level apex students organizations to assess the sentiments of the  people of the state, raise the voice and take up the matter with Centre. The BJP also demanded immediate pro-active measures for comprehensive Border Management Policy Programme enhanced  with substantial financial grants.

Tai Tagak said ‘Chinese claim over the territory of Arunachal Pradesh has no justification even from the historical point of view and other documents. The people here are in borne patriotic and nationalist minded from generations together. We are governed under and have democratically elected government under the Constitution of India since 1978 and have been electing  representative in the Parliament since 1977 with the present Arunachal Pradesh came into being through long journey from the Agency Council following the introduction of NEFA Panchayati Raj Act 1967 since December 29, 1969. It became full pledged state on February 20, 1987 and currently the 5th State Legislative Assembly is taking place in Arunachal Pradesh after it attained statehood’.

Pointing out the  proactive measures of the previous BJP-led NDA government to hasten the process of boundary settlement, the BJP said that  then Prime Minister A B Vajpayee’s  six-day official visit to China in June 2003 had paved ways for a fresh progress on the boundary issue. Vajpayee’s visit has yielded better than expected results that would go a long way to enhance mutual trust and understanding between China and India and led to the final settlement of some of the historical problems between the two countries.

The lack of political will  and courage on the part of the Congress party and the Left’s inability to intervene on the foreign policy have exposed the UPA governments position in the reported Chinese claims and objections over the visit of the Prime Minister to Arunachal Pradesh, the BJP said.

It may mentioned here that the BJP  Arunachal Pradesh on November 19, 2006 a day ahead of the Chinese Premier, Hu Jintao’s five days official visit  to India from November 20-23, 2006 organized protest rally ‘Chinese Embassy Chalo’ over the Chinese claims over the territory of Arunachal Pradesh and the matter was also raised by the Leader of Opposition, L.K. Advani in the Parliament.

 

Democracy’s journey to Mromboo

ANINI, Oct 15: Believe it or not, polling team comprising of 15 officials headed by Presiding Officer, Rinchin Tsetim Khom proved it true that single vote matters! The team traversed 26 hrs through rugged terrains without proper food and sleep to Mromboo, which has just three voters.

The trek was made more difficult due to massive landslides that washed out the porter track,. The trekking from Kronli to Mromboo was almost like going through toughest, commando training, he said.

The team had to clear jungles, climb slippery mountains, cross rivers and rivulets. At one time they had to cross a river which had just two bamboo poles as a bridge! That was not all. The team had to pass through small caves used by wild animals with starved leeches ready to stick to human flesh.

When the team reached Mromboo, they found that Trisso Linggi, a middle aged man alone at the veranda of his traditional hut, who was eagerly waiting for the polling team.

He had came down all the way from Munli to cast his vote, which is located near by the border area of Lower Dibang Valley District. Long back, he and his family members had shifted from Mromboo to Munli because it is easier for them to get all the essential commodities including life saving drugs from nearby Dambuk SDO HQ that takes 2 hours trek to reach.

On the poll Day, Presiding Officer and his team erected a temporary polling booth just on the backside of Voters house and conducted the poll. Mromboo polling stations created a history in Arunachal Assembly poll by recording a single vote proving the point that every vote count! (the contributor is DIPRO in charge)

 

BJP condemns eviction

ITANAGAR, Oct 15:The BJP  Arunachal Pradesh strongly condemned the unprovoked eviction of Govt. primary school building (3 rooms) constructed under the SSA scheme at Buka in Kimin area of Arunachal Pradesh carried out by the Assam Battalion Police led by the SP, North Lakhimpur, local DFO and EAC through JCB and Police force fore which a case has been registered vide case No. 13/09 U/S 447/427/147/148/49C IPC registered at Kimin.

The atrocities and disturbances in the boundary areas along the neighbouring states are also becoming major constraints for the people of the state, the BJP said adding the inter-state issues should be incorporated with the proposed Coordination Committee for initiating people to people contacts and amicable negotiations process at ground level. There were no complaints of encroachments  on construction of the school building two years back and such rude eviction of school infrastructure is loss for the country, a party release said.

 

World Food Day

ITANAGAR: The Hornbill Centre for Development in association with the Gandhi Smriti and Darshan Samiti, New Delhi and Food and Agricultural Organisation of UN is going to organize the World Food Day and the first Gandhi Festival at Vivekananda Hall, R K Mission here on Oct 16. Students from different schools are expected to take part in literary competition and cultural activities being organized on the occasion.

 

APCC expels leaders

ITANAGAR: Arunachal Pradesh Congress Committee has expelled some members of the party for the period of six year for their alleged involvement in the anti-party activities. The expelled leaders include Kara Gambo, Convenor, Trade and Commerce and Inter State Relation, APCC and Taba Tara, General Secretary, DCC, Papum Pare.

 

Itanagar records 50% voters turn out

ITANAGAR: Capital of Arunachal has recorded just about 50% polling. Of the total 57,979 voters enrolled, 29,278 cast their votes. Doimukh and Sagalee constituencies recorded 63.12 and 79.72 percents. In Sagalee constituency out of the 36 Polling stations, in 31 stations, female voters outnumbered male voters.

Meanwhile the last polled EVM to reach Itanagar receiving centre was Habia village, which is about 20 km footmarch from Pakke Kesang in East Kameng, informed DEO Papum Pare Bidol Tayeng.

He further said that three polling officials were injured when the vehicle they were travelling met with an accident at Rupung Village in East Kameng-Papum Pare border.

Social security is the right answer to Chinese threat

Madam,

Chini, chini, chini hamare bhai he! This has been the notion prevailing so far. Today, serious threat is not from the very known enemies of our country but from what, what is going around over the globe and immediate danger is from the underdevelopment prevailing in the state.

Are we all satisfied with the level of development in the state and can anyone confidently tell that the average common Arunachalees are happy with whatever they are getting? What kind of answer do we expect from the commoners who are living under the wilderness of economic insecurities or job insecurities if a survey is conducted to know their living condition? In this particular context, even the threat from our Chini Bhai may come next to the lakhs of poverty ridden and jobless educated unemployed Arunachalees who will be the biggest threat for next succeeding Govts in the state and at the Centre as well.

What we all need today is the performance in the ground level and providing food and job securities to average poorest of poor Arunachalee irrespective of caste and political party lines.

Common and poor people are simply the children of god. They do not belong to any community, political parties or any particular religious groups. Development fund of various natures are for them largely and rest for infrastructural development of the state.  I do not think the average Arunachalees get the lion share or due share out of resources meant for them.

Branding the Chinese issue a burning issue and making all acts and counter acts alone is not going to serve the purpose. The solution lies in bringing all-round development of the state afresh. Provide food, job and social security to the people. Let the sons and daughters of the soil to come out and proudly protest that who the hell is Chinese govt. to make unlawful and illegal claiming over the state and its people.

Arunachal as a union territory or state has been known to all of us as a strategic border state. If so, what the responsible state and central govt. over the decades or centuries have been doing. Are they all sleeping so many years? Very sorry, as and when our Chini bhai makes serious claim over the state only, the state leaders or the central govt. seem to wake up not before that. Where are the strong infrastructural development and where are the thorough road, communication development, what is the level of economic condition of the average common Arunachalees and how far the state of Arunachal could able to harness the rich natural resources of the state so far. How many corporate bodies or industries and medical colleges, law colleges, etc have come up in the state to employ its people and create state’s sure and independent revenue source of its own.

If the war takes place the worst affected ones will be the common people not the rich and the so called creamy layer as they will be able to easily fly to other metro cities and foreign lands. Where the commoner will go and with what resources they will go to anywhere except surrendering themselves to their own fate and ready to die there itself.

So, I think instead of simply making tall protest or counter claim that Arunachal is an integral part of this great India, the state and Central Govts first get to the community or grass root people for any development work. Let the common people do their own development not through the so called irresponsible self centered representatives alone as they are loosing faith in these leaders slowly. Assess, whether the level of development and overall condition of the people is at par with the total annual fund allocated to the state in every five year plan and all those special financial packages provided to the state so far since its inception.

Be honest to oneself and serve the masses else the mother earth, the very embodiment of the Maha Shakti will not tolerate and spare those who all are responsible for the sorry state of affairs of this land and its people one day.
